Most of these steps are not possible unless one has the luxury of owning a house, and one that has largely been paid off (get rid of debt obligations, sure thing). Homesteading, a victory garden, significant stores of water and food, all these depend on house ownership. So, do you have equally facile advice for the majority of relatively younger, working age adults who are not homeowners, and the ones who are but will lose their home to foreclosure the moment they lose their jobs?

About the only things I can think of for non-homeowners is:
1. Develop practical skills such as welding, electronics repair, sewing. These are not just for your independence, they are currency---you can keep yourself supported with valued skills. This is better, and longer-lasting, than a stash of silver, and unlike silver, will not attract murderous robbers.
2. Get a modest store of imperishable food, enough to last your family for a month or so; avoid stuff, like flour, beans, or rice, that needs to be cooked to be usable. My own go-tos are canned meat and fish, lard, and potato flakes, which have a good nutritional profile and can be reconstituted with lukewarm water. And vitamins to replace the missing veggies.
3. Get water filtration equipment or chemicals, so that you can obtain drinking water from unsanitary sources (assuming fuel for boiling it will not be available). Have a metal mug (that can be heated over an open fire) for every member of your group. Have a large stash of antibiotics, not necessarily up-to-date, they'll still be better than nothing.
4. Get a gun, preferably at least one for every adult in the household, and plentiful ammo. In general, a shotgun is better for desperate defense than a pistol or rifle. In many jurisdictions (I am not basing my advice on the US) a shotgun is also easier to obtain, as all that you need for the licence is a membership in a hunting club. Be aware that robbers will inevitably come for your life-sustaining supplies, and law enforcement will either be non-existent, or oppressive and working against you.
5. Have emergency sleeping bags (the lightweight, mylar type, not bulky stuffed) for everyone in your group, for sleeping indoors in absence of heating, or outdoors as necessary. These are dirt cheap, get spares. Durable shoes and good, layered clothing. Essential medicines, backup for at least two months for those that depend on them. Again, out-of-date medicines are still better than none, they mostly have a generous margin on that date.
6. Good walkie-talkies, not network-dependent smartphones, for everyone in your family group, including toddlers. Regardless of whether you plan to stay or bug out. Make sure they are all tuned to the same frequency, get some minimum practice with them in advance, and keep the batteries full. Be aware of range limitations. Be aware that your conversations can easily be eavesdropped.
7. (This is conditional on your location and circumstances---you may be better off staying put). Depending on where you live, keep enough stored fuel for one full tank, for that last desperate flight to the countryside. Do not escape by car at the same time, or through the same route, that everyone else is taking, or you will be stranded, roadblocked, and probably robbed. Do not be too hasty to leave your base, but be aware of dangers of staying and dangers of going. Keep the essentials in backpacks, for when your road runs out and you need to go on foot. Plan your route and several possible destinations, but based on current information, not in advance.
I'm not underestimating the different positions people are in and the challenges that some have preparing, compared to others. Yes, some are in much better positions than others. Those that are, should not only be thankful but should also consider preparing with the anticipation that they will be helping others. I basically discuss this above. We are not going to succeed the worst case scenario's isolating with a bunch of hoarded preps.

I had a kid, when I still WAS a kid and started a sales career at a young age...I worked my ass off for 2 decades and worked my way up to a solid income...I bought a home with a wife that also has a good income and we paid it off, yes. In fact, our first home (a rental now) is also just about paid off.
With that said, I saw what was coming many years ago and prioritized paying it off. I sacrificed for years to do so. Some say it was a bad financial move but I don't care, I don't want a mortgage with the bank when the wheels come off. Is everyone in this position? No but I would venture to guess that many people COULD be, if they had been paying attention, in some cases worked harder, had different priorities and had changed their habits. Not saying this is you, of course, but this is the case for a lot of Americans, when I look around.

I don't either....my lot is almost all concrete...so I bought about 100 cloth grow bags and lots of good soil. I have lots of tomatoes, potatoes, squash, herbs, strawberries growing...and have a lot more things to plant. I setup rain catchment barrels. I have a couple of citrus trees I planted over a decade ago. Both are producing a lot now. I built a greenhouse in the backyard and have stuff growing in it. I'm trying to get better at growing something all year round with it. I have grown two avacado tree's from pits. One is large. Not sure if it'll ever produce tho. I have two apricot tree's in pots growing from seeds I germinated from my Dad's tree. I plan to pull out a tree in front and plant it there. ;) I have been looking into chicken coops and picking up 3-4 hens. Not an ideal setting for me though. I have one spot that could somewhat work so I may still do it. Do what you can, with what you have and where you are. If just about every house on the block did this, we'd largely be able to take care of eachother. So few are doing it now however...thus this article.
As in the Great Depression, extended family and community is the answer. Modern life encourages young people to leave home at 18, never to return.
I have discussed with my kids in their 20's that when the SHTF, they have a prearranged plan to get back 'home'. Their youth and energy will benefit us in terms of physical help, and the option of non-compliance will benefit them.

Too many assumptions there. They are way smarter than you assume. Gradualism will prevent most of which you are assuming!
